Policy plan and plan of action 2015-2016
For the period of 2015-2016 the policy plan of the Weebale Foundation has the following main points:
Preparation of and execution of projects in Kateete Kikwayi
Funding of current and future projects
Further professionalization
1. Projects Kateete Kikwayi
In cooperation with – and at the request of – the local population of the village of Kateete Kikwayi in the Buikwe district in Uganda the Foundation is planning to realize a number of larger and smaller projects, among which:
Better and safer access to clean water
The construction of hygienic sanitary facilities
Supporting business initiatives to improve the position of women
The prevention of malaria by distributing mosquito nets, the construction of rainwater tanks and planting Artemisia bushes
Improving schools which have been built only provisionally so far so that a safe and sustainable learning environment can be created; also providing the necessary educational tools
The access to clean water comprises a large-scale project to build a turn-key water system for the benefit of the whole community. Water from one or more sources is being led to a number of tap points via a pump installation.
The following activities are being planned:
The working out and finalizing of design and technical execution. This in cooperation with local entrepreneurs and experts. Weebale is supported from the Netherlands by the Dutch hydraulic engineering company and Aqua for All.
Having disposal of a binding offer which complies with the specified budgets and minimalizes financial risks. Legal guarantee via lawyer in Kampala.
Preparing project which to a large and important extent entails the mobilisation of the local community to create extra support and get manpower for spadework ( e.g. the digging of ditches). Starting a water committee in the form of a community based organisation(CBO).
The purchase of materials. It is important that this is being done by our local people to prevent the abuse of foundation funds.
Supervision of the construction and completion of the system.
Further projects (sanitation, women-empowerment, malaria prevention and the construction of schools) will be discussed with local people. Based on these further sub plans will be made.
All these activities make it necessary that representatives of the foundation are regularly present at the site.
2. Financing of foundation and projects
The focus will be on a more structural funding of various projects. This will be realized by means of the following activities:
Having talks in Uganda for the financing of the NGO Weebale Foundation. Presentations are being planned. Concrete possibilities are among others at Total Petroleum, Diamond Trust Bank, Nnabagereka Foundation, Indiegogo, Danish Red Cross, KLM, local government corporations.
The organisation of social gatherings and events (for instance Walking for Water, benefit concerts) both in the Netherlands and in Uganda to recruit new donors (among others Grundfos) and activating existing ones.
Developing long running activities like water promotion in the catering industry.
Besides structural financing, funding for incidental projects is sought.
In all of this the large water project in Kateete-Kikwayi is first our main goal.
For this actively participating and donating parties are approached.
3. Further professionalization
On account of the scale-up and intensification of the activities in Uganda the day-to-day management will have to be extended and a professional execution within the various disciplines (among others marketing, fundraising, project management) will have to be provided for. This will be realized by making use of external advisors and works foremen.
Actions that are to be taken are to search for and engage these people and companies via our networks. The aim is to keep the costs of external support as low as possible by focussing on professionals who from conviction and/or interest are willing to contribute free of charge (or partly so).
With a view to this a selection is being made and appointments are being planned.

Beleid- actieplan 2015-2016
Het beleidsplan van Stichting Weebale voor de periode 2015-2016 kent de volgende hoofdpunten:

1. Projecten Kateete Kikwayi
In samenwerking met – en op verzoek van – de lokale bevolking van het dorp Kateete Kikwayi in het Buikwe district in Oeganda wil de Stichting een aantal grotere en kleinere projecten realiseren, waaronder:
betere en veiligere toegang tot schoon water
het aanleggen van hygiënische sanitaire voorzieningen
het ondersteunen van zakelijke initiatieven ter verbetering van de positie van vrouwen
preventie van malaria door distributie van muskietennetten, het aanleggen van regenwatertanks en het planten van artemisiastruiken
het verbeteren van nu nog provisorisch gebouwde scholen, zodat een veilige en duurzame leeromgeving gecreëerd wordt; tevens voorzien in benodigde leermiddelen
De toegang tot schoon water omvat een grootschalig project waarmee ten behoeve van de gehele community een turn-key watersysteem wordt gebouwd. Hierin wordt water vanuit één of meerdere bronnen via een pompinstallatie naar een aantal tappunten geleid. In dit kader staan de volgende activiteiten op het programma:
– Uitwerken en definitief maken van ontwerp en technische uitvoering. Dit gebeurt in samenwerking met locale aannemers en specialisten. Weebale wordt hierbij vanuit Nederland ondersteund door het Nederlandse waterbouwkundig ingenieursbureau en Aqua for All.
– Beschikbaar krijgen van een bindende offerte die binnen de gestelde budgetten past en de financiële risico’s minimaliseert. Juridische borging via advocaat te Kampala.
– Voorbereiden project, waarbij een belangrijk onderdeel is het organiseren en inschakelen van de locale community om extra draagvlak te creëren en mankracht bij grondwerk (o.a. graven van geulen) te verkrijgen. Opzetten watercommittee in de vorm van community based organisation (CBO).
– Aanschaf materialen. Hierbij staat voorop dat dit door onze eigen mensen ter plekke wordt gedaan om misbruik van stichtingsgeld te voorkomen.
– Toezicht houden op de bouw en oplevering van het systeem.
– Voor de overige projecten (sanitatie, women-empowerment, malariapreventie en bouw scholen) zullen gesprekken worden gevoerd met lokale betrokkenen. Op basis daarvan zullen verdere deelplannen worden gemaakt.
Bij al deze activiteiten is het noodzakelijk dat periodiek vertegenwoordigers van de stichting ter plekke aanwezig zijn.
2. Financiering stichting en projecten
De focus komt te liggen op een meer structurele wijze van funding van de verschillende projecten. Dit zal onder meer worden gerealiseerd via de volgende activiteiten:
– Gesprekken voeren in Oeganda voor de financiering van de NGO Weebale Foundation. Er worden presentaties ingepland. Concrete mogelijkheden bij o.a. Total Petroleum, Diamond Trust Bank, Nnabagereka Foundation, Indiegogo, Danish Red Cross, KLM, lokale overheden.
– Organiseren van bijeenkomsten en evenementen (bijvoorbeeld Wandelen voor Water, benefietconcerten) zowel in Nederland als in Oeganda om nieuwe donateurs te werven (o.a. Grundfos) en bestaande te activeren.
– Ontwikkelen van langlopende acties, bijvoorbeeld waterpromotie bij horecagelegenheden.
– Naast de structurele financiering wordt funding gezocht voor incidentele projecten. Hierbij staat in eerste instantie het grote waterproject in Kateete-Kikwayi centraal. Hiervoor worden actief participerende en donerende partijen benaderd.
3. Verdere professionalisering
Door de schaalvergroting en intensivering van de activiteiten in Oeganda moet worden voorzien in uitbreiding van het day-to-day management en een professionele uitvoering binnen de verschillende disciplines (o.a. marketing, fundraising, projectmanagement). Dit zal vooral worden gedaan door het inzetten van externe adviseurs en uitvoerders.
Actie die moet plaatsvinden is deze mensen en bedrijven via onze netwerken aan te zoeken en aan ons te binden. Oogmerk is de kosten van externe inzet zo laag mogelijk te houden door te focussen op professionals die vanuit hun overtuiging en/of belangstelling (deels) belangeloos willen meewerken. Hiervoor wordt in eerste instantie een selectie gemaakt en worden afspraken ingepland.
